You should be able to if they have a valid email address. It shouldnt be any different there than any other place in the world.

It has nothing to do with Mexico. The internet is not a direct link to the other computer, it is available to anyone who can access it. If he can access the internet in Mexico and get to his e-mail account there should be no problem at all.
